Promote the comprehensive upgrading of traditional power grids to smart grids

At present, a new round of energy reform is booming in the world, and the global energy pattern is undergoing major and profound changes. The focus of this round of world energy reform is new energy, and the direction of change is to promote the strategic transformation of energy development mode, adjust the energy structure, improve energy efficiency, and implement energy substitution. In recent years, China has made rapid progress in new energy grid connection, intelligent power distribution, electric vehicles and the implementation of electric energy substitution, and the overall technical level has been continuously improved, which has promoted the innovative development of the power grid and made remarkable achievements.

First, promote the large-scale application of new energy. Accelerating the development of new energy and gradually reducing the dependence on fossil energy is an inevitable choice for mankind to cope with the increasingly prominent energy crisis and environmental crisis and achieve sustainable development.

In 2015, China's new installed capacity of wind power and solar power doubled to record high levels. The installed capacity of wind power topped the world for four consecutive years, and the installed capacity of photovoltaic power surpassed Germany for the first time to become the world's first. China has played an important role in the optimization of energy structure and green development transition, becoming a new milestone in the history of China's new energy development.

As of June this year, China's wind power grid connected capacity reached 137 million kilowatts, solar power grid connected capacity reached 63.04 million kilowatts. It is expected that by 2020, China's wind power grid connected capacity will reach 250 million kilowatts, and the solar power grid connected capacity will reach 150 million kilowatts.

The second is to build an intelligent distribution network that ADAPTS to the diverse requirements of users. Open, interactive, active and self-healing intelligent power distribution is an important link in the construction of smart grid, and an important platform for realizing reliable power supply for users, optimal allocation of energy resources, two-way user interaction, and innovative service models.

In recent years, China has continuously increased investment in distribution network construction, established technical standards system, accelerated information integration application, intelligent distribution network construction has achieved remarkable results, power supply capacity has been greatly improved, power supply quality has continued to improve, Beijing, Shanghai, Shenzhen and other key cities in the core area user average failure time is less than 5 minutes, power supply reliability rate is in the international leading level.

During the "13th Five-Year Plan" period, China's distribution network construction plan investment 1.7 trillion yuan, it is expected that in 2020, the national central city power supply reliability rate will reach 99.99%, the average annual power failure time of users will not exceed 1 hour, the power supply reliability rate of other urban areas will reach 99.88%, the average annual power failure time of users will not exceed 10 hours, ensuring the rapid economic and social development of the region.

The third is to promote the rapid development of electric vehicles. In recent years, the Chinese government has attached great importance to the development of electric vehicles and charging infrastructure, and power grid enterprises have also actively carried out the construction of charging facilities and the preparation of standards to continuously improve the operation level of charging facilities.

By the end of 2015, 3,600 charging stations and 49,000 public charging pile had been built nationwide, and nearly 400 fast-charging stations had been built on eight expressways such as Beijing-Shanghai, Beijing-Hong Kong-Macao and Qingyin, becoming the world's large-scale public fast-charging network for electric vehicles, and realizing the development of charging and replacing facilities from point to point and from city to intercity. It is expected that in 2020, China will build 12,000 centralized charging stations and 4.8 million decentralized electric piles to meet the charging needs of 5 million new energy vehicles.

Fourth, vigorously promote the substitution of electric energy. The increasing proportion of electric energy in terminal energy consumption is an important trend in global energy development. With major breakthroughs in new materials, energy storage, batteries and other technologies, in the future, except for a few areas, most of the terminal energy consumption can be replaced by electricity.
